Job Summary:
As a Proposal Manager, you will lead Military Engine proposal teams from pre-Request for Proposal (RFP) stages through contract award, supporting various programs. You will manage all aspects of proposal development, including plans, schedules, budgeting, and coordination with internal teams and customers. You will ensure a clear definition of proposal requirements in accordance with FARs part 12 and 15, and in collaboration with United States Government (USG) entities, conduct and oversee fact-finding missions, Requests for Information (RFI) responses, Rough Orders of Magnitude (ROMs), Requests for Proposals (RFPs), negotiations, and final sweep processes. Additionally, you will train Business Acquisition Teams (BATs) in relevant processes and tools. Your responsibilities will include reviewing technical volumes for compatibility with Basis of Estimates (BOEs), and participating in offer evaluations and negotiations.
You will drive continuous improvement within the BAT as per evolving customer needs and support proposal requirement working group meetings with USG customers as requested. Ensuring that proposals developed and delivered to the customer are compliant with United States Government (USG) requirements and Pratt & Whitney (P&W) policies is crucial. After completing proposal submittals, you will conduct After Action Reviews (AAR) to identify and document lessons learned and best practices.
Providing strong support and reporting to management on fact-finding exercises, negotiations, sweeps, and contract award processes is essential. Your project management experience will be valuable in supporting proposals that utilize a variety of methodologies, including Agile, Waterfall, and hybrid approaches. You will also participate in or lead Customer Oriented Results and Excellence (CORE) initiatives for various program(s) and BACE.
Building solid relationships with internal divisions such as the Business Acquisition Center of Excellence (BACE) organization, Pricing, Proposal Integration, Finance, and Contracts, and collaborating on process improvement initiatives will be key to success. You will manage and report on metrics and business analytics in support of management reviews, utilizing various Office 365 and custom applications. Finally, your creativity, optimism, and ambition will drive change through the Business Acquisition Team (BAT) as BACE continues to evolve in response to our customer’s needs.
What You Will Do:

Qualifications You Must Have:
- Bachelors degree in Engineering, Finance, Business or related field with 5+ years of experience; or advanced degree with 3+ years of experience.
- Minimum of 3-5+ years experience in proposal management or project management within U.S. DoD or international military programs.
- The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer:
- Proficiency in Microsoft Office Suite (Outlook, Excel, Word, Project, PowerPoint); experience working within TEAMS and SharePoint environments.
- Proposal or Project Management; strong background in program requirement development and negotiation; proven ability to develop effective BOEs that meet program requirements.
- Active Security Clearance is considered a strong asset.
- Familiarity with P&W Military Engines.
- Experience presenting to various levels within the organization.
- Desired competencies: Customer Focus, Business Judgement, Communication, Teamwork, proficiency in MS Project.
- Experience with managing competitive proposals.
- Self-motivator, Proactive, ability to handle multi efforts simultaneously.
- We work in a VUCA environment; flexibility and agility are critical.
- Periodic travel could be required, approximately 10 of the time.

The salary range for this role is 82,000 USD - 164,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
